Planning Commission: GIS Based Solution

The Planning Commission conducts research studies and policy development initiatives to grow the national economy and expand the country’s public infrastructure, both under the Ministry of Planning and alongside the Ministry of Finance.

We are proposing to the Planning Commission the selection of a consulting firm to oversee the design, development, and implementation of interactive online application software for the Programming Division.

Solution:

The Planning Commission is Bangladesh’s central planning organization. The Planning Commission employs a systematic and well-coordinated approach to development planning, which involves a series of steps. Additionally, they divide it into a long-term plan that spans more than a decade. There is also a medium-term plan that spans 3-5 years, along with an annual development program (ADP). ADP is the key operational instrument for development plans.

Therefore, the Programming Division of the Planning Commission is responsible for formulating the Annual Development Programme (ADP) of the Government of Bangladesh. Meanwhile, the program aligns with the objectives and goals outlined in the five-year plans and the perspective plan. In addition, ADP and RAP preparation is a regular and continuous process in the country’s planning and budgeting systems.

The Programming Division received the additional duties listed below to start the aforementioned development process:

  • To begin, estimate the district- and division-wise breakdown of ADP allocations. After that, we could extend it to the Upazila and Union levels, using geocodes for project locations.
  • Formulate guidelines for local-level development plans;
  • Prepare ADP, RADP, Portfolio of Aid-worthy Projects, and Three-Year Investment Programs annually and reflect on food-assisted projects borne under ADP, RADP, and TYIP and their integration into the resource flows;
  • Establish a sensible, fully functional sector-wide system for programming, setting priorities, and reviewing projects, enabling constant reorganization and reduction of development projects within the public sector development programs (ADP).
  • The task involves further developing the existing computerized planning database system of the Programming Division.
